Progress' Ix the course of a letter which I had from a Johannesburg Out- I lander the other day, occurs the following passage, which in itself is sufficient to explain why the Boer Republics had to 'be wiped out as being a bar to the ordered progress of a civilisation founded upon blackleg labor and sweated wages. I luid asked the writer how it came that with white labor so plentiful on the Rand wages had remained so high. Here is his explanation : That the wages of the white workmen were kept up to a high level was due to the fact that the workmen won, unconditionally, every strike they engaged in, be cause the Dutch (IJoer) Govern ment instead of sending out the police and military to guard the blacklegs to their work and shoot down the strikers, openly took the side oi the strikers, and their press supported them.
