LSPECIAL TELEGRAMIS. .LONDON, Jan. 20, The Germans have occupied Meta, Troves, and .Peronno:~Rooroy has capitulated' with 3,300 prisoners.. STihe French army of' the Loire, after five days' fighting, was totally defeated by the Duke of Meoklenburg and Prince Frederick, whooccupled Lemans, taking'20,000 prisoners, 19 guns, and a largo quantity of stores and material of 'war. This disaster renders all hope of relieving Paris at an end. Bourbaki, after three days' fighting, failed to relieve Belfort, which was invested by Werder. Longwy was besieged and Paris bombarded on the south and east for 10 days, the Prussian fire increasing in severity, and accuracy of range, while the French reply was feeble and intermittent, The public buildings were much damaged, but there was little loss of life. The Parisians had made several desperate but unsuccessful sorties, and were offering a determined resistance. SI?Bismarek, in a conciliatory despatch, offers indemnity to vessels on the Seine. The Frenohý Government have determined that they will not send representatives on the Eastern question, unless England will. re cognise the Republic. Jules Favre declined to, accept Bismarck's safe conduct to enable him to attend the Conference, saying that he knew nothing of any Conference, and that he intended remaining in Paris. A Vienna telegram.states that Austria will propose terms of peace at the Conference, which is to meet on. 17th January. The Saxons have occupied Mont Avron,. capturing great quantities of artillery and 'ammunition, and two 24-pounders. Vitry has been destroyed. The French.camp.of Bondy has been broken up, and the batteries there silenced. It is stated that the capture of Avron has. caused great discouragement in Paris.
