' The sitting of tlie Common Council .yester day lasted until 1 a.m. AH the speakers with one exception, declared the proposal of the Senate con.serning Uie Constitution perfectly impracticable. ' Tlie Left demanded tbe immediate rejection of the proposal,. and the nomination of a com mittee to elaborate, according to tbe views of the citizens, each changes as might be admiss able. *' The Centre moved that before rejecting the proposition a special committee should be ap pointed to inquire into and report on the ques tion.
