ME. W. B. WILKINSON IN REPLY TO MR. MORGAN. Ma. W. B. Wilkinsox addressed a meeting of tlie electors at the Protes tant Hall on Monday, the hall being well filled. The candidate «aid he appearod before thorn as the aeleotion of the local Labour League, an organi sation comprising over 300 men. In reference to having ohangod his views, he could take his ad dress of three years ago, and compare it with the platform of the League, which was more than another candi date, who was at last election a labour candidate, could do. That gentleman was not a member of the League. Mr. Morgan had subscribed to the plat form three years ago, and the Bpeaker did not know his reasons for not being a member now, as by joining the League ho might have again been eligible for selection as the labour candidate. THE 2TETF VOTIXG SYSTEM. A TIME test as to tho recording of votes under the provisions of the new Act has been made by Mr. Charles Lovely, jun., the returning officer, and Mr. W. H. Perry, deputy return ing officer for King Division, to dis cover the length of time it will take to record each single vote. Those gentlemen say that in a straight run, and whers no challenges would bo made by scrutineers, it would take on an average one minute to record each vote. If a challenge be made, and the person challenged be a man of ordinary intelligence, it would tako two minutes, but in tho case of an ignorant person it would probably take five or more. The method of voting is as follows: Tho elector gives bis name and the number of his "right" under which-h& claims to vote. The poll clerk then searches his roll to see if the name and number correspond, and if so ho exliibits the right to the returning officer, who in turn looks and compares it with the chcck roll. CABLEGRAMS. LONDON, Monday. Numerous military reinforcements have arrived in Chicago, and 10,000 troops now confront a mob of 50,000 rioters. The soldiers have received distinct orders to fire upon the mob should there be any attempt made to renew rioting or destruction of property. The police estimate that 50,000 idlers and marauders are roaming about tho city, the majority being foreigners. The losses of property caused by the excesses of the strikers and the stoppage of rail way traffic is estimated to amount to six million dollars. The strikers at St. Louis are return ing to work. It is reported that tho Pullman Car Company has consented to confer with the strikers. All the railway employees at Detroit have struck. President Cleveland has proclaimed Chicago under martial law.
