The American navy department has been obliged to consider in the pre sent war a factor which was entirely omitted in the famous struggle of 1812, and which did not exist before the pre sent century. This is briefly the ques tion of supplying coal to war-ships. naval tactics and who are not posted vital .necessity of having an ample suddIv of fuel on shipboard or the quantity consumed even by a gunboat running at high speed.
