The German General Von Gallowitx Is within eight miles of Bialstok, a strong RusBlan fort. The Democratic majority In the next house Is certain to be In the neighbor hood of SO. This will be ample for strictly partisan purposes In most ad ministration matters. If the tariff subject were opened up, however, the majority might be Insuf ficient to insure safety for the admin istration. There are a number of Democrats who are In favor of a rea sonable amount of protection. Any attempt to suspend the fre trade clause of the sugar schedule, therefore, Is apt to prove dungerous unless the administration is willing to permit a general revision of the tariff.
