The American navy department has been obliged to consider in the pre- sent war a factor which was entirely omitted in the famous struggle of 1812 and which did not exist before the pre- sent century. This is briefly the ques- tion of supplying coal to war-ships. naval tactics and who are not posted vital .necessity of having an ample suddIv of fuel on shipboard or the quantity consumed even by a gunboat running at high speed.
