Sir,— It has frequently been asserted that one of the reasons why land legisla tion in this country has so frequently re sulted in failure is the official ignorance of pastoral and agricultural requirements. It is to this absence of practical knowledge that we may trace the absence of any attempt at classifying the unalienated lauds of the colony, although their division into pastoral and agricultural areas would have prevented the war between sheep-breeder and farmer, and aided largely in promoting the progress of settlement.
