The Gondition of Cuba. In view of tbe present war between America aud Spain, the following ex tract from an article which recently appeared in th8 St. James1 Gazette, from iis P[-eml correspondent, on the condition of Cuba, will be of interest to our readers. In the course of his nrticle the writer says : — Otiebalf has not yet been (old of all the distress aud destitution prevail inp iu Cuba at the present time. General Weyler s order of ' concentra tion ' is responsible for the hcrrible conditions now prevailing. Weyler made no concealment of his policy. It was a policy of extermination, a policy which has before low been successful in the bauds of Spanish commanders. He saw very soon after his arrival as the6'iccessor of Martinez Campos that if the campaign was conducted on purely military lines it was almost hopeless to expect that the Spanish troops could crush the rebellion.
