Buscxbss competition as How con ducted involves as much strategy as a military compaign and great risks are taken that great profits may be won. A recent case that has just come to light and -which goes into effect on September 1st may be cited. There are 5,000,000 gallons of whis ky consumed every year on this coast. Of this amount California consumes 3,000,000 gallons and her distillories have manufactured 2,000,000 gallons. About four years ago what is called the ''Western Export Association" was formed in Chicago. The associ ation has a membership of eighty five distillers and represents a capac ity of 40,000,000 gallons of spirits a year, or 120,000 gallons per diem, reckoning at 330 working days in the year. A capital or pool was formed by the levy of a tax of 2 cents per gallon, which, with tbe capacity men tioned of 40,000,000 gallons, would mean an annual income of SS00.O00. One of ...

Like all questions thai are never silenced until they are settled, the Indian question comes up again and again for judgment. The errors made in past years in the conception of the problem continue to pursue us with their evils. In the days of colonial weakness, it may have been necessary to treat with the Indians as independent nations. 33nt for the United States government to perpet uate this policv was to perpetuate the error it contained. The reserva tion system was another measure of temporary expediency. It has proved to be an embarrassment to the gov ernment, and no sure protection to the Indian. One thing is clear : that the Indian cannot be preserved and protected simply because he is an In dian. It he is to survive in the struggle with civilization, he must cease to be an Indian in everything except blood and color. At present the government has upon its hands a vast number of Indian paupers....
