Es unhccho incontestable que el queordenauna cosa y al mismo tiempo no obliga a ser observada es lo mismo couio sino hublera ordenado nada.— Ha sucedido con la ordenanza del Concilio Comun Bobre las tabernas un hecho deplorable. La ordenanza manda que todas las'cantinas paguen cincuenta pesos mensuales por una licencia—y Hasta hoy dia son muy pocas las que observan esta imposicion. Se ha mandado pero no se ha ejecutado. Desde que fu6 aprobada esa famosa ordenanza las tabernas ban aumentado en numero considerablemente —desde la miserable cantina de tres o cuatro botellas aoticuadaa hastn el" espl&idido salon para los borrachos aristocratas. Los propietarios del *California Statesman*, un periódico efímero, Ies Señores Gish y Woodward, han puesto una queja ante la Corte de Distríto, contra el Senador Gwin y el ex-Mayor Handerburgh de Sacramento, por una supuesta contravention de un contrato que asciende a $20,000. El Señor Don Henrique Meredith, ex-editor del *Statesman*, publicó una carta deaunciando a los Sres. Gish y Woodward, como totalmente indignos de crédito, y que la queja es una falsedad.
