Yslas named to police commission Mayor Tom Bradley late Friday announced a replacement on the police commission for East Los Angeles resident Salvador Montenegro; the mayor named 33-year-old attorney, Stephen D. Yslas of Rancho Park. Yslas, a Northrop Corporation lawyer, also works with the Casa Legal de Santa Monica, in Venice. He grew up in Alhambra, and received his degrees from UCLA. He was a founding member of the National Association of Latino Elected and Appointed Officials, which is now chaired by Congressman Ed Roybal. The appointment Is subject to city council confirmation.

Says Realtor Head: Private property rights threatened Building codes, rent control, environmental regulations, and laws limiting growth all lend themselves to an infringement on property rights, according to Ralph Pritchard, president of the National Association of Realtors. The national association, comprised of 1700 member boards throughout the United States, including the northern division of the L.A*. Realtory Board serving northeast Los Angeles, is observing Private Property Week, April 13-19. Pritchard, in a message directed to local realtors and the general public, said that the idea behind building codes originally was to protect the consumer from inadequate construction or the use of poor quality materials in a home. But, he added: "What has happened is that these codes have become too rigid and thus have become barriers to Innovation in building. Need volunteers to aid consumers Supervisor Ed Edelman has issued a call for volunteers to assist County Consumer Affairs Department staff in helping East Los Angeles residents with consumer problems. ‘‘Students and young adults, housewives and retired persons are all eligible,” Edelman said, “but they must be willing to work at least four hours per week and attend a 16hour training course.” This also offers an opportunity for those volunteers who are selected to gain valuable job experience in the consumer field and help people at the same time, added Edelman, who is Chairman of County Consumer Affairs. Applicants will first be briefed on a full-range of consumer subjects including landlord-tenant rights credit practices, auto repair regulations, and will learn how to help victims of mail-order fraud, home-improvement rackets and many other marketplace abuses.
