A precedent of "foul, strange and unnatural" conduct by the Municipal Authorities has been established, calling loudly for the indignant rebuke of every citizen who feels un interest in the progress, prosperity and reputation of this city. The uction of the City Council, in the purchase of the premises known as the "Graham House," has violated every consideration of benefit to the community, und subjected themselves to most righteous animadversion.
