The inconsiderate waj in idiicb. the blank certificates were stopped, and the restriction of the land order to the purchase of country landsonlj indicated clearly that the Executive in the first instance had framed regulations the effects of which they could not foresee j and when experience showed diem that they had miscalculated or not ; calculated at all the immediate effects of the regulations on tiie land rerenue they took fright and revoked that which they had not the ability to understand o£ to guide to a &atis£fect...
