NEWS BY TIIE MAIL. The arrival of the Rangatira at South Au stralia with the branch mail from George's Sound, by means of the telegraph has put us into possession of intelligence up to the 11th September. Among the most important items of news we find that the treaty of peace between Prussia and Austria was duly signed, by which it nould appear that Au stria consents to Sat very humble pie indeed. The Duchies of Schleswig Holstein are to be transferred to Prussia, and 23,000,000 thalers are to be paid by Austria to the conquerors as a war indeninity. A new confederation of the German States is to be formed under the leadership of Prussia. The conduct of the Austrian Emperor does not appear to have met with the entire approval of his subjects, forwe read that he has been asked-whether politely or not, we are not aware-to abdicate his throne, and has, moreover been insulted in the public streets, in consequence of which procecdings martial law has been proclaimed in the principial cit...

SoE weeks ago in an article comutenting on the doings of cur Borough Council, we pro mised to review the proceedings of that body since it was first ushered into existence. Other subhjets of p::ssing importance have claimed our attention, and we have not been able to fulfil our promise uitil the present time. Even now we have not space suffl dent to devote to the su ject in all its de tails; but, as opportunity offers, we shall again take occasion to notice the theme in all its various bearings. At present we must confine ourselves to the general ques tion, and merely mention a few facts which are so palpable, that "all. who run may read." The Borough Council--or the Municipal Council, as it was then. called-was first established in Kildore a little over- nine yesrs ago.
