There is near the closing of the speech a summing up of my reasons . The bill has been much misrepresented from a variety of motives and causes . There is hardly one of the objections urged against it founded on truth . Those who make them have never thought through their subject or have been misled by wrong motives . One who studies the bill carefully will be satisfied of what I say . It is no answer to the situation to say that the Southern States are able to perform the work . Planting Corn . The probability is the annual outcry will again be heard of the failure of corn to germinate at planting time . It comes regularly from all that class who take little pains in saving their seed . Only in seasons of more than usual ripening capacity can corn be depended upon to germinate under uafavorable condition of the soil , and plants are often weak from impaired vitality . Corn never ripens fully until the season is so far advanced that there is no longer heat enough in the atmosphere to fully dry out the ears , at least sufficiently to insure strong vitality in the germ . It can only be accomplished surely by the aid of artificial means . The corn should be thoroughly dried at a heat of not leBS than 80 ° and 90 ° would be better .
