This is 103 above the rate out of this port, and it is said that wheat can ba 'brought from Oregon hero for 10s, so that nothing is gained by Bending ships from here to Or egon to load. San Francisco Bulletin, Tiie extra ten shillings represent the onus placed upon tbe Columbia river by existing conditions. About 7s 6d of the ten shillings represent the in creased freight charges entailed by the Columbia bar. It is a terrible tax on the Oregon and Washington pro ducer and one that tho government should see is removed by appropria tion sufficient to make the bar at the mouth of the Columbia the same as like obstructions at the mouth of the Mississippi a thing of tho past. Committees from various trades organizations throughout the coun try have petitioned President Cleve land to call an extra session of congress September 28th to take into consideration measures "for tho re lief of the industrial "classes and the revival of business." It is evident that even if the presi dent did comply -with the petition it wouldn't do any good unless it were settled where the cause of the hard times lies. There is a ridiculous idea in tho minds of some people that such a thing as dull times, or scarcity of work can be helped by a legisla ture, state or national. The present enforced dullness is one of those things that cannot be legislated upon and have the legislation do any good. Savage goes after the newspapers in a good unttired -way and evidently thinks that ho has niado out a strong case. After praising the news papers for all they are ho directs pub lic attention to all they might be, at the same time implying that it is the fault of the newspapers that they are not in all things perfect. Mr. Savage seems to have forgotten that newsnapers like churches, de pend largely upon the public for sup port; that editors, liko ministers, are not wholly perfect, and that this world is just what the people living in it make it. That a newspaper should advocate "special interests' is no more unrea sonable than that a minister at $1,500 a year should accept a :caU" from another congregation at $2,000. In Puritan days, it was not allowed to rust in the arsenal. If the small pox came into the colonies, religious meetings were held to find out in what way the people of God had sinned, and thus invited a terrible judgment. And we have on record the deliverance of a famous New Englaud synod that some of the judgments suffered by the colonists were due lo the sloth and sleepiness of people in church, "when they should be serving God with attention and intention, under the solemn dis pensation of the ordinances.' Tux rumors of the possible restor ation of Henry Tillard to the control of the Northern Pacific Railroad company, says the Kerry, are becom ing so numerous and are attracting such general attention that they may materialize into fact. It is generally considered in railroad circles that the success of Ike Billings party at ihe next election of directors, at the September meeting of the stockhold ers, will result in the restoration of Tillard to his former position at the head of the irreat corporation. It is said Yillard himself has heen quietly at work among the European stock holders to secure proxies, and that a combination of his strength with the Billings parly will prove more than a match for the Wright interest.
