The PropoiMKl Melaool JLn%v for ibe City District We publish this morning, as a mutter of local interest, the bill now before the Legislature proposing certain amend- ! ments anil alterations in the existing school law of the Wheeling District. Without offering any opinion of our own as to the relative advantages of the two laws, for we confess to not having compured them sufficiently to form a reliable opinion, we may state very briefly the points of objection that are raised by those who oppose the proposed change. They are as follows : 1. An increase of taxes from 5 to 50 cents on the f 100 for building purposes. And on this point we may state that legal gentlemen differ as to whether un u?r me oui law uxauoa can exceed 5 cents on the $100, Home contending that a tax of 20 cents would be legal, others that 5 cents only is legal. 2. An i...

It haa been well said that every species of legislative exemption is contrary to all sonnd political ethics. And the same writer has told us that legislative gifts are generally very i costly compliments, and always given at the expense and detriment of the State. There can be no exemptions or ' releases from a share in the publicburdens in favor of any persons or corporations, except at the expense of the public. If one person or one corporation is unequally f*vor*xi, the balance are unequally and unjustly dealt with. Hence taxation is, theoreti- ' cally, made uuiforin and equal under our organic law. If under our j statutes we violate this organic j proriMion in a single instance, we per-4 petrate a wrong upon the whole body of tax payers in the State. We can make no exceptions as a matte...

FKB. * The market reports from new "iork this morning mention that the advance in gold on Saturday was caused by new rumors of impeachment- At the same lime it is noticed in the dispatches that government securities are firmer at an advance. This ?tate of things involves a contradiction that common people will find some difficulty in reconciling. If rumors of impeachment effect the price of gold so as to put it up, the logical result, at the other end of the stringy Hhould be to put down the price of gov- j ernment bonds. The two movements must be in opposite directions to indicate a disturbance of popular confidence, and not on parallel lines. The fact that gold and government securities are both advanced in price, bows that the rumors in question are not credited outside of stock dealing an?i sold speculating circles, and that they are gotten up for e...

About three-fourths uf the Pepublican papers of the country, it is estimated, look with little or no iavor on the proposed impeachment of the President. There is scarcely one leading print that advocates it. Some of the most influential papers denounce it severely. It is not likely, therefore, that we shall ever see the project seriously attempted in Congress. The most sagacious writers and public men see that it would not do at all, and that (he experiment would tend simply to galvanize a defeated, reprobated, discredited and dead President into life, and perhaps build up for him a party in the North. Outside of Mr. Ashley, Gen. j ?~i ?ii?(r coterie, the movement! has but a /eeble support, and the motive# of those who belong to the coterie are strongly suspected of self-interest.
