The new program offers battered women and children reduced apartment rents to enable them kto leave the women's shelter and love into a place of their own until they are financially secure. In order for a women to stop the abuse that she has been suf- fering, she must establish finan- cial independence and live apart from the abuser for at least six months. Otherwise, she might return to the abuser when finan- cial troubles arise, said Ellen Fisher, director of the Center for Battered Women in Austin. "The odds these women face in the community are stagger- ing. If they can make it through the first six months living on their own, the chances are real good they're going to make it."
