EMERALD HILL MECHANICS' INSTITUTE. "WE, some time since, referred to the proposed change in the rules of this Institution, as to the election of office bearers, and we find that at the meeting to be held next Tuesday evening, the following rules will be proposed 11. " The Institute shall be governed by a Committee, consisting of twelve ordinary members, including a presid ent, two vice-presidents, and treasurer. Five members to form a quorum. 12. "The president, two vice-presid ents and treasurer, and other eight mem bers of committee, shall be elected by the general body of the 'members of the Institute by ballot, at the annual general meeting in December; the retiring, members being eligible for re election if otherwise qualified.
