GOVERNMENT AND GENERAL ORDERS. GOVERNMENT HOUSE, HOBART TOWN, Saturday, January 6th, 1821. The Settlers and Inhabitants of the Districts are cau-   tioned against employing any Government Artifi- cers or Workmen who may be stationed in the Country, without such Government Servants produce a Certifi- cate signed by the Acting Engineer, or by a Superin- tendant or Overseer under his Order, that they are allowed to work on their own Account.- Any Person acting in Contravention of the Colonial Regulation in this Refsect, is thereby subject to the Penalty of Ten Pounds, which will be rigidly enforced in every Case of Conviction. From the latest British Papers which we have been enabled to procure by the recent arrivals from Europe we copy the following, as the most inter, esting articles of intelligene :— SOUTHERN OR ANTARCTIC CONTINENT.—This important discovery, which will be attended with in- calculable advantages to our trade in the South Seas, was made last year by a Mr. Smith, master of the Wil- liam, of Blythe, in Northumberland. Our South Sea traders, who, during hostilities between this country and Spain, have been subjected to the greatest difficulties and privations, will now be independent of Spain or any other power possessing South America. Mr. Smith ran for two or three hundred miles along this continent; which formed large bays, abounding with the spermaceti whale, seals, &c. The draughts and soundings taken by the discoverer, are in the possession of our government.
