THE OUTLOOK. So far as the building trade was concerned and, indeed, trade and industry in general, the events of last week produced nothing calamitous; nor is anything of that character likely to occur while a certain measure of patriotism is maintained and people are prevailed upon to preserve the sane outlook and KEEP GOING. In the present circumstances, there should be no diffi culty in conforming with either of those essentials. But another set of circumstances can easily arise that will make the task impossible. We refer to the possibility of unions carrying their 'demands' too far, and of suppliers of materials raising their prices inordinately. Both policies are suicidal; that is, regarded from the purely selfish standpoint. From the National standpoint they have been called by harsher and more fitting names, and justifiably. After all the builder, the supplier of materials and the unionist depend upon the continuance of investment. They three must combine and, if necessary,...

SAWDUST ROADS. The Clerk, Nanango Council (Q.), responding to an enquiry from a N.S.W. Council, wrote :— 'Relative to the use of sawdust for road-making, I have to advise that the main street at Blackbutt was in a very bad state after heavy rain and one of the councillors had a crossing made for pedestrians, using sawdust. He noticed that the sawdust mixing with the mud made a hard cake, and that heavily-loaded timber waggons crossing over it made no impression. Upon the representations of the councillor and the overseer, the council .decided to experiment and to put down a layer of sawdust about five or six inches thick for a distance of about ten chains on the road to the railway, station, where there is considerable timber traffic. ?'? The Engineer in Local Government. RADIAL AND CIRCUMFERENTIAL ROADS. A comprehensive scheme for the systematic development of main roads around Sydney was explained by Mr. John Sulman, F.R.I. B. A., Presi dent of the Town Planning Association of New South Wales, last week, when the Governor, Sir : Gerald Strickland, presided. Mr. Sulman has spent considerable time and labor in formulating a scheme of radial and circum ferential development, at the same time keeping, as far as possible, to existing roads. The speaker . explained at the outset that it was necessary, in providing ;roads, to think of the defence question, especially at the present time. From a military : point of view, it was desirable to have good roads, and the shortest possible routes to all points of defence. FIXING PRICE OF METALS. Sydney City Council has a contract with the British : ?, Insulated and Hetsby Cables. Ltd., for low-tension single- ; 'conductor cable. A price per ton for copper and lead is ? set out in the tender, and assumed as the base of the tender. A percentage of the price is added or subtracted : to cover the rise or fall in the price of the metals between the date on which the tender is sent in and the date on which the Council's acceptance is received by the ten derer. Those prices are fixed by the quotations in the daily newspapers of the prices of the metals on the Lon don market. WHAT IS AN 'ENGINEER'? An Interesting Definition. It is acknowledged in the professions that the greatest difficulty will be to: define 'Engineer' in a satisfactory and yet comprehensive manner. What is an' engineer ? Shakespeare describes the first engineer as having been 'hoist on his own petard'; which is in no. wise com plimentary to the qualifications of that early member of the profession. The profession of a civil engineer is defined in the Charter of the Institution as: — 'The art of directing the great sources of power in Nature for the use and convenience of man.' This latter-day designation is more picturesque, but no more illumina tive than the Shakespearian definition. Possibly not all are familiar with the American definition of an engineer as 'a man who can do well for one dollar what ' any fool can do somehow fdr two.' It is really beautifully apt. CONTRACT v. DAY LABOR. The Melbourne 'Age' having swung round politically it comes as a matter of course that it should subscribe to the Labor principle of day-labor. In a recent article the once rational newspaper alleges that the contract sys tem had 'failed badly' at the Federal Capital, and that day-labor had proved itself 'superior on every one of the large undertakings.'
