There is no great harm in handing over the licensing to the Municipal Council in all municipalities, because the publicans either do or can, at any time they . please, control the municipal elections, and get at least a good working majority of aldermen in j their interest. But to compel every publican to get the written consent of two-thirds of the adult males of the district before he can open his, drinkshop is unreasonable.
