The managers of ihe 2ev Orleans exposition evidently think that the meaning of words is purely a matter of private judgment, Thoy awarded a good many gold medals, among others one to M. J. Kinney for Columbia river salmon. Now, most folks con sider that when a medal or a prize or a premium is "awarded." that the awarding implies the giving of it, and that in time the award will arrive. But our New Orleans jnciids inter pret English differently. They seem to think that '"awarding" a medal is one thing, and "giving" it is another. They have written to various par ties to whom the "award" of a gold medal had been made, landly inform ing them that tho medals "awarded"' are all ready, and on tho receipt of SSD in currency the r'award" would be fortvardod. Ax Ohio man has compiled a table vvliicli shovs very clearly the effect of Lard times upon tbo matrimonial market. Just before the -war tbe number of marriages in tbe state averaged about 23,000 a year, tbe total in 1800 being 23,10G, out of a population of 2,339,51L Tbe influ ence of tbe war was reflected in Ibe fall to 19,010 in 18G2 and 19,300 in 18G3, while the return of peace was followed in 1SGG by tbe unprecedent ed number of 30,-i79. The average settled down to about 2G,000 a year after 1870, but the influence of tbe panic of 1873 is seen in the drop from 2G.G7S in 1874 to 23,489 in 1875. A similar result has fol lowed the business depression of the la3t two years, and the number of marriages fell from over 30,500 iu 1SS2 and 1SS3 to only 23,720 in 18SL Two other things are shown by an analysis of tbe table. "Why is it? What makes these dull times? No one knows. The -wisest political economists are at fault. The pro foundest observers and comment ators express their inability to assign a reason. Some of the papers have lashed themselves into maudlin grief or sensitive joy on that topic, but have never gone to the heart of the people at all because there is no human nature in the mere question of drilling clerks. The argument is thai our government should get a lit tle farther away from popular passion and that the elections should exer cise only a mild influence over mat ters. Would not this be an injury in a republican country, to have the people take less interest in politics than they do, and even now they take a general interest only in the presi dential elections? The men most ex cited upon civil service reform moat habitually neglect to vote.
