The Times corres pondent says that the Governors oi Kentucky and Virginia are arranging for Commission ers to South Carolina, to urge her to delay action, . - Mr. Floyd has written a letter defending secession, and recommenaing the joint action of the Southern States. It is reported that Phillip K. Clayton will succeed Cobb as Secretary of the Treasury.
