EDITOR APPEAL :— We have hud a cold drizzly rain during the afternoon, and there seem no signs of a discontinuance of it to-night. I believe the farmers, merchants and others interested in the developcment of our untold resources are glad of it, but aa I am unable to place my unthrifty finger upon a single resource, or rather developement, I confess that I would rather walk seven squares on dry land, than through the various bodies of water which now lie between the vib of niy pen, and the letter box of Wells, Fargo & Co. The Capitol question is the principal excitement here, and it begins to take a definite form.
