It it the policy of the United States Government in its parental care of the Indians to set apart larce territories ot land upon which its wards live at a supposed, small expense to the General Government. On these grants of land they are, presumably, protected from the intrusion of outsiders. They mun age their own affairs, go and come as they please, hunt, fish, quarrel and even fight among themselves, hut so lonjras they refrain from disturbing respectable white people they are mon- archs of ail they survey.
