OJ ASTORIA. OREGON: FRIDAY OCT. 23. ISSt J.F. IIILLOIMX .t:!Hor. TIip National DcM . IN the art of debt-paying the Government of the United States j is teaching the world a long-needed lesson. In September, 18G3, the national debt, less cash in the Treasury, was $2,750,431,571 43, tlie interest upon" which was 150,977.097 87; j but October 1, 1881, sixteen years later, the debt had been reduced, less cash in the Treasury, to Sl,798.885,925 77, and the inter est account to Gl,47o,S4r2 23, or one-third of the debt and nearly two-thirds of the annual interest had been removed. The average annual reduction of the debt .since 1865- is $5,093,805 9S, which re duction, ot course, is largely due to 'reduced rates of interest at which the bonds are placed upon the market. In view of the rapid rate at .which the debt has been reduced, is it not a pertinent question to ask: When will the national debt be paid up? On many con siderations such a consummation is to be hoped for. True, the na tion...

When Mr. Sanford t?u.,;., Fleming, says the Toronto Glohe, first , broached his plan of the establish nient of a common meridian and "time zero," the idea was scoffed at as impractical. But the Inter national Geographical Congress latelv held at Venice has con sidered the subject, and declared it worthy of adoption. An inter- j national commitee has been np 'pointed to make arrangements for si conference to be held in "Wash ington, in Ma', 18S2, at which further steps will be taken to in duce all civilized governments to take action. Mi. Fleming proposes to do away with the present system of each locality having its own time, and to substitute a common "cos- mopolitan time," to be reckoned from a line which should be, not j only the "time zero' but the prime ; meridian from which all degrees of longitude should be calculated. It is ...

The great Yellowstone valley is only the real beginning of the great Northwest land. Imagine if you can a valley which would reach in a straight line almost from Philadelphia to Chicago, which is as wide as the Chester valley, and in many places quite as fertile. Starting west from Olenclivc we follow up the Yellowstone river, along the eastern bank of which is built the Northern Pacific rail road for a distance of thirty-seven miles from Glendive. llere we come to the terminus of O'Fal lons creek. The track is being laid west at the rate .of one and a half miles per day, and the winter terminus of the great road will probably be at Foit Keough this winter.
