EDITOR APPEAL The Capitol question has been up in both branches of the Legislature to-day, but nothing came of it. lam confounded with trying to find out what anybody is in favor of in regard to this same capitol business. So it may unravel itself, and disentangle itself from Bulkheads and " sich like " sarpents, as best it may. A movement is on foot for the formation of a third political party in this State, to co-operate with the Union-saving concern at home. lam not at liberty to state the time when it will become visible, nor the names of the leaders. Suffice it to say, that great hopes are based upon a split at Charleston, in which event, the new party leaders hope to secure the co-operation of those who bolt the Charleston nominee, and elect a legislature for Senatorial purposes.
