In nlany districts council suporinten danlce has been carried on without friction for years, consequently causing little or no interest in opposing the sit ting members. In others, personal dis like is Iroght in so prolinently that the usefulness of memlbers are altogetheor lst sight of. Experience, if properly used, must admittedly be an essential qualification.
