EDUCATIONAL PROGRESS Eeviewing the history of education in this country, in his address at ! tbe opening ot the National Educational Association in Baltimore President Phelps gave the following, statistics : "Prior to 1778 but nine colleges had been established, and not more than 'five of these, we are told, we>e in a really efficient Condition.
