Bill y Roy , in his valentine story , received the most votes ; a good many girls thought it-was so natural , the fountain pen , therefore , goes to him . Under the above head the regulations of the Department of Health of the City of New York contain many suggestions which could well be followed by cities and dairymen throughout the country . Below is given the entire set of rules . The cows must be kept clean . Manure must not he permitted to collect upon the tail , sides , udder and belly of any milch cow . Cow stables must be well lighted and ventilated . Floors must he tight and well drained . Manure must be removed from the stalls and gutters before the morning milking and also before the afternoon milking , where the cows remain in the stable all day .
