Late from tlic Sandwich Islands. We have received from the Sandwich Islands " The Friend" of June Ist, and the " Honolulu Times" up to June 12th. On looking through the papers, we find Lut little news of importance. They are discussing points of policy which the government should pursue for the best weal of the islands. The following, on improvements in Honolulu, is from " The Times" : Improvements. — No one can take even a cursory survey of our town and its environs, without being satisfied that business is advancing and population increasing among us. New erections are going on in the immediate vicinity of Honolulu, and handsome dwelling-houses are now in progress in its suburbs. Appearances show a state of increasing prosperity among nearly all classes. Although we do not anticipate a re-action to this state of affairs, yet it is clear that by the aid of judicious legislation, and the adoption of a more extended policy by the government, a degree of prosperity might be introduced...

Our Steamer Paper Is now ready, and can be had at our counter put up in wrappers, for immediate deposition into the post office. It is an unusually interesting; number, containing a complete synopsis of the exciting news of the past month. It should be borne in mind that the mail that leaves the Ist of August is the great monthly mail. The mails that leave in the middle of the month have been very irregular, generally being detained at Panama till the arrival of each great mail. For this reason we have only issued our paper for the S.ates once a month, at times when it would be sure to go to its destination without delay. Resources. — At San Francisco, in the course of debate in the Board of Aldermen last evening, on the bill to grant Stevenson & Parker and others, liberty to construct a wharf at Norih Beach, Alderman Steuart stated that certain capitalists had proposed to lease the public lands of the city at the rate of six hundred thousand dollars per annum.
