On the other hand, unless the railroads are permit- ted to earn sufficient money to give good service, the people cannot enjoy the full measure of prosperity. Railroads are today operated under the strictest of regulations. They can- not charge one cent for any service that is not authorized by officers chosen by the people. In law and good morals, these officers of the people who fix the charges that can be collected by the railroads for services performed, must fix such charges high enough to pay all legitimate operating expenses, plus an amount that will pay a reasonable return upon the value of the railroad property devoted to the use of the pub- lic.
