The Engineer in Local Government. REPAIRING ROADS.. Private Thoroughfares. The question of whether a council can expend money in repairing private roads was discussed at a recent meeting of Turon Council (N.S.W.). The Clerk asked the Shires Association's solicitors whether a council was justified in spend ing its funds on the repair of roads within its area, which were less than 66ft. in width, and which, although not actually dedicated to the public, had been used by the public for 10, 20 or even 50 years. The answer to the foregoing was: 'If the road is a public road the council is entitled to spend its general fund in repairing such road. If the road is on Crown-land.it could not -become -a public' road by user. If.it is on. private land. it.. may become a public road by user.' ? . . ? ? . I would state right here that I think your circular very good, and 1 wish a few more of our leading men in Brisbane would send letters of a similar nature to our papers. SCAFFOLDING BILL. A Scaffolding Bill, introduced into Parliament last year by Messrs. Elmslie and Hannah, is identi cal — so we are assured by the Minister of Labor — with a Bill as last agreed to by the Legislative .Assembly which passed its second reading in the last preceding session of the present Parliament, but was not finally disposed oi by both Houses when the session closed (comments the journal of the Royal Institute of Victorian Architects). It may be reriiembered that last year the pro visions of the Bill and it's, schedule were the subject of a conference over which Mr. Morton (the city architect) presided, and on which Board the Public Works Department, the R.V.I.A., the Master Builders Association, and the Trades' Hall were represented. The sittings, extended over several months, and. the Bill and Schedule were considered word by word.
