The wasle of time which has already taken place is nothing more nor loss than a publio scandal. But this would not have been possible had constituencies, in selecting their parliamentary representative.', boon in fluenced more by their pergonal characters than by their mere professions. Instead of parliament being nn assembly of wise and thoughtful men, it contains too many of whom tho reverse may be said. The Legislative Assembly has become too frpqnently tho homo of tho political adventurer, sent thither by tho votes of t he ignorant and foolish. No wonder the work of parliament is so often at a stand still. But will matters become improved by eiving votes ...
