We will now continue onr reply to the inquiries made , and recently published by Senator Oullom , chairman of the Senate committee , appointed to investigate the subject of transportation . Oar two previous articles bring us-down to the fourth matter of inquiry , viz .: the elements of costs , the conditions of business , and the other faotors that should be considered in fixing the tariffs . Clearly the only fair basis for fixing a schedule is the present value of the property . The amount of stock should certainly have nothing to do with it , for leaving out of the question altogether the large amount of watered stook that should have no existence and does not represent any original value whatever , a road may be carrying stock Out of all proportion to its value . For instance suppose a road was built in 1865 , when labor and material were very high and our currency depreciated . It would have cost fifty per cent more to build a road then...

ft * i The Wisconsin Bntter Law . The Wisconsin legislature passed a stringent bogus bntter law , bnt failed to sufficiently provide for its execution . We often have occasion to quote Ethan Spike s sentiment concerning a prohibitory liquor law as descriptive of the apparent notion of a great many people . He said he was in favor of the law but was opposed to its execution . We frequently succeed in getting perfectly terrific laws enacted , but make it nobody s business to execute them . We have bogus butter laws in Illinois , which if enforced , wonld do very muoh toward modifying this great swindle of manufacturing and selling oleomargarine and butterine . But alas , there is nobody to enforce them . The New Jersey law is the best that we have seen . It gives the informer half of the very heavy fine . Bnt there is difficulty even with that . Experience pretty clearly shows that the money penalty in such oases is hot the penalty that secures obedience to law . Fines , for instance ...

As long as there is disBatisfaotion , whether the oause be real or imaginary , there will be a great deal of uncomfortable feeling on the part of both exhibitors and fair managers and the fairs and breeders will be to a greater or less extent injured . It onght to be the aim of the managers to select competent judges , and we believe that it generaUy is their aim . Bnt there is no mistaking the fact that there is a great deal ot incompetent and unjust judging . Sometimes there is not a proper oonoeption of the qualifications of a jndge .
