Arizona Sentinel. SATURDAY, FEBRUARY If, 1SS0. Why the Iinw is Uncertain. Language is an imperfect instrument for the expression of ideas. Not a few of its forms are ambiguous; that is they spealc in two ways. Readers and hearers are left in old Isaac's perplexity. The voice is that of Jacob, the hand ia that of Esau. Many of the terms of language, arc equivocal, They have two meanings, so that the reader is in doubt as to the mind or intention of the writer. Those who draft statutes know how difficult it is to frame a law which shall be free from ambiguous expressions or equivocal terms. Judge Story onca told a personal incident, which illustrates this difficulty. He was employed by Congress to draft an act. So important was it that he spent six months in trying to perfect its phrase ology. There has been considerable sparing and filibustering ?oing on during the past week in the organization of the Kepublican State Convention at Utica, N. Y., on Thursday, however, they succeeded in effecting an organi zation, and proceeded at once to take a vote upon a resolution in structing the New York Deliga- tionin the Chicago Convention, to vote as a unite for James G. Blaine, for President, this resolu tion was lost by a small majority. A resolution was then offered that the entire vote of the N. Y, delegation in the Chicago Con vention be cast solid for Grant, this was carried by a vote of 217 to 180.
