War and right of force rule be tween the people. between classes and between individual men. Through capitalistic pro duction there is war between capitalist and worker ; through competition capitalists are in strife with capitalists, the laborer with the laborer. Socialism would set permanently a limit to this war of all against all. It insists on peace between men, peace between nations, peace be tween classes. No peace, how ever, is to be hoped for so long as the cause remains which gives rise to the conditions of war. Who makes IWealth AND WHO GFTS IT ? It _ is estimated that in Britain, with its population of thirty-six millions, there are generally about 700,000 men out of work. There are about 800,000 paupers. Of every thousand persons who die in Merrie England over nine hundred die without leaving any property at all. About eight millions of people exist always on the border of destitution. About twenty millions are poor, ivtoito than half the national income belongs to about ten thou sand people. About thirty-thousand people own fifty five fifty-sixths of the land and capital of the kingdom, but of thirty-six millillionsof people only 1 J millions get above £1 a-week. The average income per head of the working classes is about £iy a-year, or less than is per day. There are millions of our people working under conditions and living iu homes that are simply disgrace ful.
