'Board, the chief iiisnector of stock wrote asking for the Board -to again look into the matter of the refund to Mr. E. IV. Sheplia.-d of £f 1/. being the fine and costs incurred iu the roeent prosecution, before asking it to be re opened. Messrs. Higgius and Bobiuson also forwarded a report on the case. Dtr. Lindou thought the . Board had made a mistake. '5lr. Shephaid's case was one they should 'have very care fully considered. Dtr. Cox said tho Board did uot .intend to question the deeieion of the magistrate. But it vvaj an error of- judgment in singling out a holder who had met all the require ments of the Board. He moved that the matter be again referred to tjie Minister i or Agrieuihiii^'With^the opin ion that the prosecution was ill-advised. Dtr. Lindon seconded. Dtr. Field sug gested that the matter be dropped, as the expense did not warrant it.*1 Tho motion was negatived.
