Partial Compulsion. , The Prime Minister has spoken, and voluntary enlistment is to go on until the necessity arises to which Mr. Hughes referred in his adhesion to the system. Everything, however, is so vague; the whole subject of recruiting seems so be fogged and lost in generalities, to the ordinary observer, that no one appears to know where we are. One thing is clear— that unless we desire to show utter indifference to the men who have volunteered to serve Australia, and who are now at the front, sufficient reinforce ments must be sent.
