BILLEEN SHIRE COUNCIL. Monday, 12th August. Present—Councillors Laidlaw, Williamson, Smedley, Finger, Delany, and Holloway. ELECTION OF PRESIDENT. The Chairman, Mr. Smedley, in a short address relinquished the office of Chairman, taking the 0ppor- tunity of thanking the Councillors for the courtesy generally shown him. He had endeavored to steer   a middle course, and to keep the business going on in a business-like style. It was for Councillors them- selves to uphold the dignity of the office of Presi-   dent. He concluded by thanking the Council for their courtesy and vacated the chair. Councillor Williamson said it was not necessary for him to dwell upon the able maaner in which Councillor Smedley has fulfilled the duties of Chair- man and moved a vote of thanks to him, which   was seconded by Councillor Laidlaw.
