Executive Department, \ Alexandria, Va., June 22, 1864.j I have received reliable information that General Shepley, commanding at Norfolk, acting under the orders of General Butler, intends ordering the opening of a poll in that city on the 24th inst., to take a vote of the people as to whether they desire the continuance of civil government, and that, should a majority of the vote 3 cast he against the same, it is the intention of the commandant of the post to prevent, by military force, the trial in the Circuit Court of said city some thirty odd indictments against liquor venders, for violations of the license law of the State. This class of gentlemen are in great tribulation just now, on account of the severe punishment which some ot the fraternity are receiving, not only for frauds and peculations upon the government, but for the simple reason of not filling their conlracts at the time required by its terms. For the latter cause alone, some have been sentenced to heavy fines, reaching as high, in one instance, as ten thousand dollars, and have beep imprisoned at hard labor for years. This may seem unreasonably severe at first glance, but upon mature consideration it will be found eminently just and proper. We take it for granted thatthe government never issues proposals for contracts unless for something of which there is a present or prospective want. And it ...

We were surprised to T; -:hem so commodious and so comfortably rat'Jb considering the brief space of time ys v> f° r the change. The Sickles barracks ild 9* * n the vicinity of the government t~% was recently occupied by the . isylvan l Reserves. It has accommodates for.eight hundred patients and the nessary attendants, is excellently appointed ad policed, and the patients express themelves as well provided and delighted with their quarters. The Slough barracks hospital is just beyond West End, and near Hunting Creek.
