I. H. JULIAS Editor. TUBLISIIED EvEkY SATURDAY. CU11RENT TOPICS. The dobate in the House of Com- mons upon the address to the Queen in reply to her message was concluded on the 9th. The Radicals offered an amend- ment contesting tho necessity of calling out the reserves. This was rejected 819 to 64. Many Liberals abstainod from vot- ing. The address was then agreed to without division. The full text of Prince Gortschakoff's reply to Lord Salisbury's circular was published In London on tho 9th.1 Prince Gortschakoff contests Lord Salisbury's assertions point by point but tho gen- eral tone of his reply appears to be con- dilatory. He argues that the fact that the SanStefano treaty is preliminary indicates that Russia has not prejuded tho definite results and has left room for an ulterior understanding. I. H. miAH Editor. ' PUBLISHED EVERY SATURDAY. CURRENT TOPICS. A significant publication appears in tho New York World being an appar- ently authoritative report of several re- cent Interviews with Senator Conkling regarding the President's policy. The Senator openly expressed the opinion that the President's course is the result of a secret bargain made between him and Governor Nicholls growing out of the Presiden- tial complication and thinks the facts will all come out sooner or later when he says "the whole country will be ap- palled by the dishonor of the Adminis- tration." The report makes six col- umns in the World and is as severe in its censure of the President as it woll could be. Senator Conkling while not deny- ing that the alloged "interview" with him published by the New York World fairly gives the substance of much that he may have said at various times says that ho has not had an interview with any newspaper correspondent in sev- eral months and that the person who f...
