Foolscap. Charles the First of langland, in his. . palmy days, granted many Government" monopolies through which he personally profited and .likewise' his friends. One of. these monopolies was the manufacture of paper. He caused to be placed on the mar- ket a paper of the present foolscap size, which was impressed with, royal coat of arms by means of a water mark. Fortunes were made by "those who obtained the rights to sell this paper. Several years later, when the enterprising King Charles was brought to the scaffold for this and many: other monopolies, rather overexer- cised, Parliament ordered as a further punishment that in place of the previous x'oyal coat of arms a watermark be used, depicting a fool's cap and bells.
