The Daily News. TUESDAY, AUGUST 22, 1882. Asiatics frequently give evidence in our criminal law courts. Whenever they do so some objection is raised as to the mode of administering the oath. The same difficulty arises where persons prefer making an affirmation to taking an oath. Our attention has been drawn to the fact that in order to remedy this, a bill, has been introduced in the South Australian Assembly, by Mr. SYMON, providing for the abolition of oaths in judicial proceedings, and substitute- ing other provisions in lieu thereof. The main principles of the Bill may briefly be stated to be: — 1. Every person called to give evidence in any Court of Justice, whether in a civil or criminal proceeding, shall in lieu of taking an oath, make the following promise and declaration — ' I solemn- ly promise and declare that the evidence given by me to the Court shall be the truth, the whole truth, and nothing but the truth.' CABLE TELEGRAMS. ASSOCIATED PRESS TELEQRAMS. LONDON, August 20. The strike of about 60,000 miners -who relinquished work at the Pittsburgh col lieries about ten months ago has come to an end. The miners being starved out, sur rendered to their employers. The steam -whaler Hope, which left Eugland on June 21, 1881, for the edge of the Arctic ice in search for the ship Eira, commanded by Leigh Smith, which had not been heard of for some months previously, has returned safely to Aberdeen. All the members of the relieving expedition, including Sir Allen Young, the leader, are reported as being well. They discovered the Eira nipped in the ice in August, 1881, and after wintering in her Leigh Smith and party rowed the ship's boats, preceded by sledges, for up wards of a thousand miles to Nova Zembla, where they were rescued by Sir Allen Young. Thirteen persons suspected of complicity in the murders at Connemara last week have been arrested. Of six who were shot five are dead, and one is r...

€I)t Baity ^eto& ^THURSDAY, AUGUST 24, 13S2. The Budget Speech of the noble Lord at the head of the House, delivered last night, was in every way satisfactory and reassuring. Travelling over back ground, the Colonial Secretary referred to the_ indebtedness of the colony, which] had been .£80,950, as a thing of the past. The revenue of the colony over and above that of the previews year had b.een £26,104. This E' d been due to the large increase in trade, the revenue derived from the land, and the favorable receipts from rail way traffic. There was every prospect of the revenue increasing under each head, more especially after the open ing of the railway to the Northam Road, in June next, when the goods traffic will be greatly increased ; the revenue from land would also greatly increase, applications for land in every part of the colony coming in at every moment. An amendment was moved on the Address-in-reply to the effect that the House regretted Parliament was not summoned at a period sufficiently early to enable members to give due consideration before tho close of the year to many important measures referred to in the Opening Speech. Sir Henry Parkes took this as a no confidence motion. The debate has not finished.

LEGISLATIVE COUNCIL. MONDAY, August 21. Dog Bill. Mr. Steere moved the second reading of this Bill, the provisions of which sought to give to Roads Boards all funds collected for doff licenses outside the boundai-ies of municipalities. Immense losses had been caused to cattle and sheep by the ravages of native dogs, as well as natives' dogs. Five per cent of the sheep were destroyed by native dogs, and if the fees for dog licenses were given to roads boards he believed this nuisance would be abated. He had been pressed to introduce this measure, but owing to the embarrassed state of the finances he had not done so. In asking the Government to give up some thing like .£400 or .£500 he believed it ?would meet the object sought to he obtained. The Bill was almost word for word a tran- ] script of the New Zealand Act. The action of the British in occupying the Suez Canal is acquiesced in as a proper Btep by the leading European newspapers and public opinion generally. August 23. The British troops have occupied Sea peuru, which is situated between Suez and Kantara. Owing to the Egyptian forces hastily deserting their post, four guns were cap tured. Considerable numbers of Arabs, especial ly of the wandering Bedouin class, are daily deserting the rebel encampments, and dissatisfaction is spreading through the ranks and file. Many Officers of the rebel troops have appeared before the British outposts and laid down their arms. Mahonnned Pasha, formerly the Egyptian Minister of Works and a leading Nationalist, has been arrested at Ismailia for holding communication with rebel forces. A CLEVER OPERATION. TO THE EDITOR. Sm, — The notice the Inquirer has taken of the operation on my nephew's eye con veys an erroneous impression which I wish to correct. Mv nephew has had a squint in tho left eye since he was six years old, which greatly disfigurged an otherwise comely young man, he called on Dr. Arthur on August 15, he underwent an operation, and in three or four seconds the eye was set in its proper place. He has had no treatment from the Doctor since, so I consider it an ex traordinary operation, particularly as the Doctor has left no mark of the knife in the boy's eye. I am, etc., DAVID GRAY.
