Postal Banks and Good Roads Representative Stone of Pennsylvania who , we are informed , is a relative of that indefatigable prophet of good roads , Gen . Roy Stone of the Agricultural department , seems to have settled the problem of the postal savings bank in a way that must commend itself to all good citizens . It will be recalled that there has been a serious objection raised to the postal savings banks , first , for the reason that the circulating medium would be drawn away from the country districts ; and second , because the government would have no means of employing so large an amount of money as would steadily flow into its vaults—most important objections unless satisfactorily met and overcome . This is the way Congressman Stone proposes to overcome them : He will offer an amendment to the bill now before congress , providing that the funds deposited by the people shall be invested in county bonds issued to meet the expenses of highway improvement . Agriculture . Rural Notes I spent three days last week in Putnam county , about 100 miles from Chicago , and enjoyed what the late Roscoe Conkling would have called a halcyon and vociferous time . Putnam county is filled from one border to the other with a most progressive lot of farmers . It is the smallest county in Illinois , but it has enterprise enough for a small state . There is but four townships in the county and two of them are not full size , but it is the only county in the Union that has private telephone lines all over the county . The farmers of the county have built about 140 miles of telephone lines and the builders have telephone communication with , each other and with the outside world at a very low cost . The cost of putting the line in is under $ 30 each and the service costs 50 cents a month after the instruments are in the house . One gentleman told me he could sit in his house and talk with eight different towns , and Judge MoNabb told me of instances where ...

It is not a common occurence that a friendly word should be the means of giving nearly forty years of happiness and health to the person heeding the advice it carried .
