We think that many men who a few weeks ago desired the government at once to withdraw the military force from the Southern States, and allow them to set up their own governments, are convinced that they were in error, and that the President lias done well to keep the South under the care of garri sons. We all desire to see State gov ernments re-established in the rebel States. The American people do not like to see any part of their territory under ^militaryjsurveillance. It is in opositionto all our notions of self gov ernment. We do not like war. We do not like to see soldiers garrisoning our towns. We have en deavored to collect such facts, as would enable us to give a satisfactory state ment. On Wednesday morning we briefly noticed the mnrder of James Braes, which occurred on Tuesday night about eleven o'clock, on the pavement in front of the Sprigg Hon hp, a hotel kept by the father of the deceased. The evi dence goes to show that the crime was perpetrated by n party or soldiers be longing to the 192d2few York regiment, who wero doing duty as Provost Guard at this place, but who had received orders to report at Cumberland and were therefore only awaiting the arri val of their succesors, it being expected that the 192d would leave on the ensuing day (Wednesday). The testimony shows that Brues was called out of the house by a member of the regi ment; that while, ont ho was sur rounded by a squad of soldiers, and robbed nnd murdered. Berkeley and Jefferson coun ties, is undeniably a strong document, and will, we doubt not, attract general attention throughout the country, espe cially In this State and at Richmond. The position assumed by Mr. Dawes, that the consent of Congress is neces sary to an agreement or compact be tween two States, is undoubtedly cor rect, and his further position that Congress, in the true Intent and spirit of the Constitution, never did assent to the present Berkeley and Jefferson boundary or the State Is, candor com pels as to say, seeming fully sustained.
