Paris, Bee. 12.—Spain and the United States are at peace, and the armistice which has been in existence since the first negotiations at Washington is made per manent. The joint peace commission met at 3:30 p. iu. Saturday, and at 5 took a recess until 7 p. m., to await the engross ing of the treaty. The treaty was signed at 8:46. This finished, two copies were passed around the table, the commissioners sign ing them in the order of their rank, as fol lows: William R. Day, Senator Cushman K. Davis, Senator William P. VOL. I. CUBA'S HIPPY NEK IB GEN. BROOKE'S PROCLAMATION. The Cuban's Are Subsiding to American Authorities Denying Demonstrations— The Order Issued for Telegraph Lines Spanish Gun Boats Leaving. Havana, Jan. I.—The city is quiet and the Cuban indignation at the American authorities forbidding demonstrations is subsiding. There have been no incidents ol disorder and General Brooke is confident that Sunday will pass peacefully. A general order was issued yesterday, taking over the Spanish telegraph and tel ephone lines. The Spanish auxiliary cruiser Rapido and the Spanish torpedo boats Marques Ensenada Dalicia, Marquis Molins and Diego Velasquez sailed today for Spain, via the island of Martinique. The Rapido had on board Admiral Manterola, the Spanish naval commander, and the Pa triota, another Spanish auxiliary cruiser, takes the Spanish naval officials. The Proclamation. TOWN AND COUNTY. Under New Rule.—On Monday morning last the Populist county officers vacated their positions and the Republicans assumed control. The old board of County Commissioners were in session all of last week clos ing their labors on Monday morning, at which time Messrs. Jno. Olsen and A. J. Willis retired and Messrs. W. C. Griffith and G. H. Kanzler took the oath of office as their successors, and the new board was immediately or ganized by electing Mr. A. S. Kelsey, the hold-over member, as chairman. The latter is a populist and. a very honest, conscientious and Intelligent gentleman. The other two new com missioners are Republicans and ditto.
