POLICE INTELLIGENCE. FITZROY COURT. MONDAY, JANUARY 15TH. (Before Messrs. Robb, Marsden, Woodhead and Raven, J's.P.) DRUNK AND DISORDERLY. Gertrude Elliott, George Barker and Edward Cavanagh were each charged with the above offence. They each pleaded guilty and were cautioned and discharged. OBSCENE LANGUAGE.         A middle aged female named Elizabeth Snell was presented for making use of ob- scene language within the hearing of the public. The evidence of Constable Callen- der was conclusive, and eight previous con- victions for a similar offence were proved against the prisoner. Fined £5 with the alternative of two months in gaol. REMANDED. John Donovan was brought up charged with assault. Constable Crowe deposed that at a quarter past two o'clock on Sunday morning he heard cries of police in Victoria Parade, hastened to the spot and found a man with a wound on his head. We are of opinion, that the penny rate should apply only to large populations, and that this ought tobe slightly increasend where he population is small, and more means re- 1 luired in proportion to pay for the working expenses. The public are the gaincrs in the end for all this, and the public should be re eponsible for its support at least. That is our opinion, and we trust our readers will pardon tlousforthusexpresinggit. Thepeople af Melbourno have reason to be thankful for free libraries, of which there ar at least six in the city and suburbs, including the mIa niffeent Melbourne Public Library, and it would be well for tile rising generationif they patronized these institutions nomre and devottd themselves to gaining useful know ledge instead of dissipating their time in pleasure and vanity.
